Meet the panelists

Tamara Neiman - Executive Director | Investigations | Ethics & Compliance

Tamara Neiman is the executive director, National Special Investigations Unit (NSIU), Ethics & Compliance. She leads a team that directs investigations into alleged criminal activity, including: vendor kickbacks, conflicts of interest, contract fraud, drug diversion, medical identity fraud, and employee and member misconduct.

The NSIU also proactively pursues and investigates external providers for fraud, waste, and abuse (FWA). In addition, Tamara and her team develop and provide FWA training. Prior to joining Kaiser Permanente in 2012, Tamara enjoyed a successful career with the Federal Bureau of Investigation (FBI), and retired as a supervisory special agent after 23 years of service. As an FBI special agent, she was assigned a wide variety of complex investigative matters, specializing in white collar crime investigations including health care fraud, public corruption, securities fraud, and investment fraud.

She also served as a supervisory special agent of the Complex Financial Crimes/Civil Rights Squad in the San Jose office and as the Complex Financial Crimes program coordinator for the FBI’s San Francisco field office.

Tamara earned a bachelor’s degree in Psychology from the University of California, Berkeley and a Master’s degree in Counseling.

Kelli Dutto - Director of security Standards & technology, Salesforce

Kelli Dutto is currently the Director of Security Standards & Technology at Salesforce. She leads a global team responsible for access, control, CCTV, badging, and other physical security systems at Salesforce’s offices and data centers worldwide.

As a developer of people and potential, Kelli brings passion to her nonprofit and coaching practice. She support leaders, future leaders, innovators, and executives grow, navigate, and thrive, not only in work, but also with leading a fulfilled and balanced life.

Prior to her current role, Kelli's journey started as a 9-1-1 dispatcher (and occasional composite sketch artist) for agencies in San Mateo County. 

An opportunity to do project management (and earn her PMP certification) for a virtual consolidation and upgrade of a CAD system for 3 Santa Clara police and fire departments, gave Kelli experience that would then lead to a role in the Corporate Security Organization at Apple. Three years of project management for physical security installations for Apple’s offices and data centers globally are what eventually led to the position at Salesforce.

Scott Seaman - Advisor at Peregrine

Scott Seaman served 39 years in law enforcement, retiring in 2014. Scott served 27 years at San Jose PD retiring as a captain and then served 12 years as chief of police at the Los Gatos/Monte Sereno PD. In 2012, Scott was president of the California Police Chiefs Association. Since retiring from Los Gatos, Scott has worked as a law enforcement executive coach, and expert witness in police procedures, and most recently as a business advisor to Peregrine Technologies, a SF Bay Area data integration and analytics company.

Scott has mentored law enforcement command officers and chiefs for many years. He is a co-founder of Cal Chief’s Women Leaders in Law Enforcement (WLLE) conference, now drawing over 1,100 attendees to its annual conference.

Working with Retired Los Gatos/Monte Sereno Captain Alana Forrest, now Director of Security for Intuit, Scott has coached law enforcement members looking to find a professional opportunity beyond their law enforcement career.

Scott is an Executive Fellow with the National Police Foundation, a graduate of FBINA Class 207, and Command College class 21. He is a senior fellow with the American Leadership Forum, and serves on the boards of the Silicon Valley YMCA and the San Jose Police Foundation.

Scott splits his time between San Jose and Pebble Beach and enjoys spending time with his wife, Christina, especially traveling internationally together. He loves fly fishing and plays bluegrass banjo, mandolin and is starting to learn guitar.

Darryl McAllister - Direct of Safety & Security, Pixar

Darryl McAllister’s policing career spans 37 years. He devoted the first 32 years of service to the Hayward, California community, rising through the ranks and receiving numerous prestigious honors along the way. In 2013 he migrated to the city next door to serve as the chief of police in Union City.His professional legacy focuses primarily on redefining the importance of police-community engagement as a means to promote trust and transparency in today’s policing.

A current faculty member at Chabot College, McAllister was previously a member of the faculty at University of Phoenix. For nearly two decades he has served as a board member of several community organizations, currently serving as president of the board of directors of the St. Rose Hospital Foundation, and as a member of the advisory board of the University of San Francisco's International Institute of Criminal Justice Leadership.

Immediately following his 2018 retirement from a storied law enforcement career, he was called to provide leadership in the private sector healthcare arena. He served two years as Sutter Health’s Security Plans and Programs Manager, responsible for designing, developing, and implementing innovative
programs and policies to reduce safety and security variance throughout the Sutter Health enterprise. In April 2021, he was yet again sought-after to provide safety and security leadership in the private sector, and he now serves in an exciting role as the Director of Safety and Security at the Walt Disney Corporation’s Pixar Studios.

Despite his new leadership role in the private sector, McAllister continues to impact the policing profession by training police chiefs and other law enforcement executives around the state on how to successfully lead organizational change, strategic planning, and community trust-building efforts.
He currently serves as a course coordinator with the California Police Chiefs Association, and an instructor with the California Commission on Peace Officer Standards and Training, delivering for each a statewide executive training course designed to help recently-appointed and aspiring chiefs of police succeed in their role.

He holds a Bachelor’s Degree in Occupational Studies from California State University, Long Beach, and a Master’s Degree in Administrative Development from Alliant International University. He is currently completing coursework at Saint Mary’s College of California, earning a Doctorate in Educational Leadership. He is a graduate of the FBI National Academy in Quantico, Virginia and an alumnus of the California Command College—a graduate-level futures study program of the California State Commission on Peace Officer Standards and Training.
